Double-glazed windows will never have condensation trapped between the two panes of glass unless they are faulty. If this happens, then the windows will need to be replaced. One other cause of damp walls you could consider is where a wall tie in a cavity wall has become compromised and is allowing water to travel along the tie from the external wall and on to the internal wall.
